"Japanese propaganda was designed to counter accusations that they were just as imperialistic as the Western colonial nations had been in their own conquests in Asia.  In the long term, the Japanese were successful in that their rhetoric encouraged nationalistic thoughts of obtaining independence from the colonial powers. However, in the immediate term, recipients of Japanese propaganda learned that rhetoric and reality were not one and the same with the Japanese.
