Burnham's vision for Manila was as a government center occupying all of Wallace Field, which extended from Luneta to Dewey Avenue. However, when the money put aside for the project reached 16 million peso, it became too attractive to Manuel L. Quezon, who decided to use it for "irrigation projects."  He did not seem to have "irrigation projects" in mind  when it came to planning a new capital outside Manila , which was to be named after him.
