The crew has lined up the shot cart with the breech, and are about to ram the 12" shell.  The rammers are already following the push cart as it approaches the breech.  Once the shot-cart hits the apron, it enters into a guide rail which ensures that it stops in the exact position required. 

Below the apron, in the gun well, are four crewmembers that manually traverse the battery.
